PART 1: HSE LEGAL IDENTIFICATION AND LEGAL MONITORING TRAINING

An obligation for compliance of HSE legal is to make further provision for securing that safety, health and welfare of persons at work, for protecting others against risks to safety or health in connection with the activities of persons at work.

It is a duty of employer and employee to aware of relevant OSHE legislatives for them to bind. This course will lead participant on how to identify, assess and manage the legal in practical manner to ensure it compliance.

This Legal Management training has been designed to train the legal officer to apply the unique concept of LIMOUSINE . LIMOUSINE is abbreviation of combination Legal Identification, Monitoring, Using Integrated Evaluation. The system approach emphasizes officer to maintain their applicable OSH laws in systematic way.

 

TRAINING OBJECTIVES

On completion of this course, participant should be able to;

1). Define the applicable OSHE legal such as OSHA, FMA, EQA and they can extract the essence part of the statutory for their obligation to comply.

2). Participant will be able to access and assess the applicable legal bound to company for compliance.

3). Better understanding on legislative aspect on OSH in Malaysia

4). Able to follow the correct path in the management of legal including documentation, monitoring and evaluation of compliance

 

TRAINING SCOPE / GUIDELINE

1). Standard requirement of ISO 14001:2004 and OHSAS 18001:2007.

2). Malaysia’s applicable OSH act and it regulation such as OSHA 1994, FMA 1967 etc.

3). Guidelines established by DOE (JAS) and DOSH (JKKP) for industrial practitioner’s applications

 

PART 2: TRAINING OUTLINE FOR 1 DAY COURSE

Module 1: Legal framework of OHS and EMS in the workplace

Overview of the OHS Legislative in Malaysia – Act, regulation, guideline and order.

History of an Environmental, Occupational, Safety and Health legislations in Malaysia

Module 2: Acts and Regulations

Occupational safety and Health Act 1994 and its Regulations

Factory and Machinery Act 1967 and its Regulations

Environment Quality Act 1974 and its Regulations Other relevant acts associated with environmental, safety and health

Module 3: Management of Legal

Determine process flow for developing the legal identification for compliance.

Gap analysis of legal identification.

Determination of legal applicability analyzed from organizational capacity

Establishment of Documentation process for compliance the legal.

Monitoring process approach divided through segment– license / permit, approval letter and periodical report submission.

Setting-up a team to manage the legal

Communication

Module 4: Legal Compliance Monitoring
